Saudi and Qatar Property Reforms Open New Opportunities for Foreign Buyers

Dar Global is expanding its luxury residential pipeline across Saudi Arabia and Qatar as changes to property ownership rules give international buyers more ways to enter both markets.

Saudi Arabia’s new system for non-Saudi property ownership took effect in January. Eligible buyers can apply through the Saudi Properties portal, with ownership subject to rules for designated locations. In Qatar, foreign buyers can access specified freehold and usufruct areas, with qualifying purchases also offering a route to residency.

Dar Global is positioning projects in Riyadh, Jeddah and Doha around that growing access. Its pipeline includes Rayana in Diriyah, the Amaya community in Jeddah and a golf and beachfront development within Qatar’s Simaisma project.

The opportunity for developers is clear: wider access brings a larger pool of potential buyers. For those buyers, the details still matter. Ownership rights, eligible areas and residency requirements differ between the two countries.
