Qatar Overhauls Villa Rules as New Building Limits Unlock More Residential Space

Qatar has introduced one of its most significant residential planning reforms in decades, unveiling more than 20 amendments to villa and palace building regulations aimed at giving homeowners greater flexibility, additional living space and improved land utilisation.

Among the key changes, the maximum height for residential villas has been increased to 16 metres, while palace height limits will now range from 17 to 25 metres depending on plot size and design approvals.

For the first time, homeowners will also be permitted to incorporate internal mezzanine floors, creating additional usable space within residential properties.
The reforms also allow greater design flexibility, including larger majlis areas, first-floor extensions above annexes, dedicated family suites and separate service staircases.

Setback requirements have been eased to help maximise plot usage, while increased wall heights aim to enhance privacy for residents.

The changes will be implemented across all municipalities and are designed to better align residential development with the evolving needs of Qatari families, while supporting the country's broader urban development and housing objectives under Qatar National Vision 2030.
