New Construction Rules Set to Reshape Project Delivery in Abu Dhabi

Abu Dhabi is introducing new construction rules designed to make project delivery more efficient and accountable. The changes bring a greater focus on digital approvals, clearer responsibilities and stronger oversight across construction projects.

For designated project categories, certified technical reports submitted through the Unified Permitting System will replace traditional phase closure permits, helping projects move more smoothly between construction stages.

Consultants and contractors will share responsibility for construction defects and non-compliant work within their legal duties. Reports will also need to document completed works, inspections and corrective actions, supported by photographic evidence.

The rules apply to new and ongoing building projects across Abu Dhabi, with mandatory inspections and unannounced site visits continuing to support quality and safety.
