When a real estate market moves $250 billion in a single year, scale alone is no longer enough, expertise becomes the true differentiator. As Dubai’s property sector reaches unprecedented transaction volumes, the emirate is responding with a strategic investment not in buildings, but in people. In response to a historic market performance that saw property transactions in 2025 surpass AED 917 billion (USD 250 billion) a 20 % year-on-year jump, the Dubai Land Department has launched a Real Estate Diploma in partnership with the Higher Colleges of Technology.
The new diploma aims to cultivate a pipeline of qualified professionals ready to navigate the complexities of Dubai’s rapidly evolving real estate landscape. Delivered over two years with 90 accredited hours, the curriculum combines academic rigour with practical industry insights. It covers core areas such as property management, valuation and appraisal, brokerage, tenant relations, and real estate services, equipping graduates with both theoretical grounding and market-ready skills.
This initiative marks a strategic pivot: from market expansion alone to deliberate talent development and professionalisation. By fostering deeper expertise within the workforce, Dubai is strengthening the foundations that sustain investor confidence and long-term growth.
The diploma is not developed in isolation. During the launch, DLD signed collaboration agreements with leading developers, including Emaar Properties, Sobha Realty, Aldar, and Azizi, among others. These partnerships are designed to bridge the gap between classroom learning and real-world application by offering learners access to internships, mentoring and industry exposure.
From a workforce perspective, this reflects a broader effort to enhance national participation in the sector. The DLD’s Real Estate Empowerment programme, launched in 2024, has already helped employ nearly 1,800 Emiratis and grow a community of more than 2,000 Emirati brokers, including a rapidly increasing number of women professionals.
With transaction numbers and value reaching unprecedented levels, there’s a sharpening need for ethical leadership, enhanced service standards, and skilled practitioners who can uphold best practice across every segment of the industry.
