Dubai Makes Property Ownership More Accessible, Plus Key Rules Buyers Need to Know
Dubai is widening access to property ownership through updated support for first-time buyers and changes to its property-linked residency rules.
The First-Time Home Buyer Programme is open to UAE residents of any nationality who are aged 18 or over, do not currently own a freehold residential property in Dubai and are seeking a home valued below AED 5 million.
Eligible buyers may receive priority access to selected new launches, preferential off-plan pricing, flexible developer payment plans and tailored mortgage offers from participating banks. Applications can be made through the Dubai Land Department website or Dubai REST app, with approved applicants receiving a unique QR code to access available benefits.
Dubai has also removed the previous AED 750,000 minimum property value required for sole owners applying for a renewable two-year property investor visa. However, joint buyers must each hold a share worth at least AED 400,000, while separate requirements may apply to mortgaged properties. The AED 2 million threshold for the 10-year Golden Visa remains unchanged.
For buyers, the changes lower some of the barriers to entering the market, particularly for those considering studios, smaller apartments or lower-priced communities. However, eligibility for a programme or residency visa does not automatically make a property financially suitable.
Buyers should still assess the full cost of ownership, including the deposit, registration fees, mortgage charges, service fees and ongoing maintenance. The developer’s record, completion status, payment structure and likely resale or rental demand also remain important.
The wider message is that Dubai is creating more pathways into property ownership, but buyers still need to look beyond the initial incentive. The right property should remain affordable and practical after the purchase is completed, not only accessible on the day it is bought.
